Wills Vegan Shoes (London based) are usually made in Portugal or Italy.

Polish steel-toe boots:
No idea about Altercore, but Nagabas are made in Poland and I’m pretty sure Steels are too. Steel and Altercore focus mainly on steel-toes but Nagaba also offers wide range of leather shoes. Vegan options present.
Also Haix - based in Germany, made in Croatia combat and trekking boots.
I feel like Portugal is way underrepresented in this list.
Northern Portugal has a long history of shoe-making, specifically in the city of Guimarães. It would be nearly impossible for me to list all the amazing Portuguese shoe brands… And I only see FlyLondon on the list?! You can even see that other brands manufacture in Portugal.
Here’s some other brands:
