    It seems like there’s always another sanction package, why didn’t they slap them all on there in the beginning of this whole thing? What’s the benefit of holding some back and letting their economy limp along for a bit?

      Preparation time. The easy ones came first, the ones that require thought, planning, care and/or legal proceedings come as part of the ramp-up

      What I’ve heard a lot is to both to maintain leverage in the threat of further escalation, and to prevent them settling in to a new normal.
